During his speech in Istanbul, British MI6 chief Richard Moore stated that he had no evidence that Russian President Vladimir Putin was interested in a peace agreement with Ukraine, except in the case of Ukraine's complete surrender.
He also announced plans to use the “dark web” to recruit informants in Russia and other parts of the world. Moore said Putin had “bit off more than he can chew” and underestimated the strength of Ukrainian resistance.
In his opinion, Russia's goals in the conflict in Ukraine are based on the belief that they are superior on the battlefield, and Putin is not seeking a compromise solution, but victory at any cost.
He also mentioned that a Russian success would encourage other authoritarian leaders, such as China, North Korea, and Iran, to pursue their ambitions more boldly, which would have a significant impact on the security of the Western world.
