Citing US and Russian officials, the Axios website wrote on Tuesday that US President Donald Trump's administration has prepared a 28-point plan inspired by the successful Gaza deal.
Like the Gaza plan, the proposal would consist of four areas: "peace in Ukraine, security guarantees, security in Europe, and future U.S. relations with Russia and Ukraine."
However, it is unclear how the proposal addresses contentious issues, such as control of territory in eastern Ukraine. Russia is demanding control of the entire Donbas, which the embattled state refuses to recognise.
U.S. special envoy Steve Witkoff is leading the drafting of the plan and has reportedly "discussed it at length with Russian envoy Kirill Dmitriev." The latter is said to have expressed optimism because, unlike in the past, "Russia feels that its positions are actually being heard this time."
Axios, citing a Ukrainian official, reported that Witkoff discussed the plan with Rustem Umerov, a security adviser to Ukrainian President Volodymyr Zelensky, earlier this week in Miami.
The U.S. official also told Axios that the White House has begun briefing European officials on the proposal. The plan is to be further modified according to feedback from allies.
It is expected to be ready before the next meeting between Trump and Putin. The upcoming summit in Budapest is on hold for now.
