Democratic Republic of Congo and M23 rebels sign peace framework
Representatives of the Democratic Republic of Congo and the rebel Movement of 23 March (M23) signed a framework peace agreement in Qatar to end the fighting in eastern Congo. The ceremony took place in the capital Doha.
The M23 rebels, backed by neighbouring Rwanda, according to several sources, captured the city of Goma earlier this year and have gradually gained control of large parts of North and South Kivu provinces.
Rwanda has long denied these allegations. The conflict has left thousands dead and displaced hundreds of thousands of people this year, raising the risk of regional war.
Qatar has facilitated several rounds of talks since April, which have focused mainly on building trust and preparing for a peace process. In July, the parties agreed on principles for negotiations and in October on a ceasefire monitoring mechanism. The new framework agreement is intended to pave the way for a genuine peace process.
