EU targets cheap imports, tariffs and fines for Shein and Temu

The European Union has agreed a reform of its customs system that will significantly tighten the rules for online platforms importing goods into the EU.

Platforms such as Shein, Temu and AliExpress will now be treated as importers and will therefore be liable for both customs duties and product safety. They face fines of between one and six per cent of their turnover in the Union if they repeatedly breach the rules.

The measures respond to a surge in low-cost shipments – expected to reach 5.8 billion by 2025.

At the same time, duty exemptions for parcels up to €150 are to be abolished and a temporary charge of €3 introduced from July.

The EU is also building a centralised data system to monitor imports, which is expected to be fully operational by 2034.

Concerns about substandard products have been fuelled by a Commission study which found that up to 65 per cent of some goods do not meet standards. The EU will also send a delegation to China to address safety, regulation and fair competition.
