Ukraine’s Fast-Track EU Talks Meet Resistance

Ukraine’s hopes for the swift opening of additional EU accession chapters were not fulfilled at the summit in Brussels, according to Ukrayinska Pravda.

Kyiv had expected the EU to open the remaining five negotiation clusters in July, but that position was not included in the final decision.

The summit conclusions took a cautious approach. Leaders welcomed the opening of the “Fundamentals” cluster on June 15, 2026, and said they looked forward to opening additional chapters “on a merit-based basis”.

The approved text contains no timetable and does not mention opening all clusters at once.

The reference to a merit-based approach could allow further rounds of talks to be postponed until Ukraine implements the required domestic reforms.

A European Commission source confirmed that Ukrainian President Volodymyr Zelenskyy and several EU leaders personally raised the issue of opening all clusters at the European Council meeting.

However, the proposal failed to secure the necessary support. Decisions on accession negotiations require unanimity among member states.
