Putin Accuses Ukraine of Trying to Destabilize Russia

Russian President Vladimir Putin has accused Ukraine of attacking civilian infrastructure in an attempt to destabilize Russian society.

Speaking to graduates of military and security institutions, Putin made his first public remarks on the issue since Ukrainian drones hit a Moscow refinery last week. He said Kyiv was trying to create uncertainty over the Russian armed forces’ ability to protect the country.

Ukraine’s attacks on Russian oil refineries have doubled since the start of 2026, leading to long lines at petrol stations and higher gasoline prices in some regions. Kyiv says the strikes are intended to weaken a key source of Russia’s war funding and show Russians that the conflict is no longer distant.

The attacks are also beginning to affect fuel supplies. According to Russian media reports, Moscow is considering importing gasoline and diesel, an unusual step for one of the world’s largest oil producers.

Putin also said Russian forces were close to taking control of Kostiantynivka, a key Ukrainian defensive stronghold in the Donetsk region.
