Activists Push to Protect Historic Moscow Factory

More than 21,000 people have signed a petition to save Moscow's historic Elektrozavod industrial complex from redevelopment plans that include high-rise buildings.

According to Reuters, the campaign is one of the relatively rare examples of civic activism in Russia, where public opposition to government backed development projects has become increasingly difficult.

The more than 100-year-old factory in eastern Moscow once produced electrical equipment for the Soviet Union, including lamps for the Kremlin's red stars. The site has stood largely abandoned since a fire in early 2025.

Developer Etalon Group said it plans to preserve the complex's facades and other historic features by incorporating them into a new mixed use development. Activists argue, however, that the project's full scope has not been made public and that the remaining historic buildings could still be at risk.

Historian Inna Krylova said the factory is of major historical importance and once employed about 23,000 people. Heritage organization Archnadzor said legislative changes introduced in 2024 have weakened protections for historic buildings in Moscow and reduced opportunities for public engagement in redevelopment projects.
