Puerto Rico recognised the legal personality of the unborn
Puerto Rico ended 2025 with the passage of three laws that fundamentally strengthen legal protections for unborn children. On December 22, Governor Jenniffer González signed Public Law 183-2025, which recognizes a child conceived at any stage of pregnancy as a "natural person."
Three days earlier, she also approved House Bill 166-2025, which will make the killing of an unborn child during an attack on a pregnant woman first-degree murder, Catholic News Agency reports.
Also passed in October was Law 122-2025, which tightens the rules for abortions for girls under the age of 15 - requiring parental consent and the reporting of rape suspicions to authorities.
Senator Joanne Rodríguez called 2025 a breakthrough year in protecting life, while Senate President Thomas Rivera was the main sponsor of key measures.
