Kallas will prepare a list of concessions that the EU should demand from Russia

The head of European Union foreign policy, Kaja Kallas, announced that she will prepare a list of concessions that Europe should demand from Russia in the event of a peace agreement to end the war in Ukraine.

According to her, all parties to the negotiations—including Moscow and Washington—must accept that lasting peace cannot be achieved without the consent of Europeans. She emphasized that the conditions should not be imposed on Ukraine, which is already under severe pressure, but on Russia as the aggressor.

Kallas announced that she would submit the proposal to the governments of EU member states in the coming days. She cited the return of abducted Ukrainian children and the restriction of Russian armed forces as examples.

European representatives also point out that the EU has strong bargaining power in the form of approximately €210 billion in Russian assets frozen in Europe. However, some member states fear that intensive negotiations between the US and Russia could bypass Europe.

Kallas is therefore calling for a unified position from the Union before a decision is made on a possible EU envoy for negotiations with Moscow.
