Russia Extends Fuel Export Ban Until 2027

Russia has extended its ban on diesel and gasoline exports until 31 January 2027. Moscow said the measure is intended to stabilize the domestic fuel market after Ukrainian drone attacks on Russian refineries disrupted supplies and drove up prices.

The restrictions also apply to marine fuel and gas oils. From 1 September, however, producers will be exempt from those export controls.

The exemptions will also apply to shipments made under intergovernmental agreements and to humanitarian aid. In addition, the Russian government has introduced temporary measures until 1 November to ensure farmers have sufficient fuel during the harvest season.

A separate decision is intended to ensure stable supplies of motor fuel to state and local institutions.
