Russian Bases in Syria to Become Joint Centers

Russia and Syria have reached an agreement on the future of Russian military bases in Tartus and Hmeimim. The memorandum of understanding marks a significant change in Russia’s military presence in the country.

According to the Syrian Ministry of Foreign Affairs, the agreement was reached after approximately 18 months of intensive negotiations. It addresses the continued Russian presence in the country as well as the gradual transfer of civilian infrastructure to Syrian state control.

Damascus is to take control of civilian facilities at Hmeimim and the commercial section of the port of Tartus. These are to be gradually integrated into the country’s civilian administration. The changes will also affect military facilities. Under the agreement, they are to be converted into joint training centers to be used by both sides. The entire transition is to be completed within three months.

The agreement marks a significant change in relations between Russia and Syria and reduces Moscow’s exclusive control over the two facilities.

Tartus and Hmeimim are among the most important locations for Russia’s military presence in the Middle East.
