Ukraine Faces $36bn Foreign Aid Shortfall

According to calculations by the Russian state news agency TASS, Ukraine is short more than $36bn in foreign financial aid that Kyiv is counting on in 2026.

Ukrainian authorities plan to receive a total of $49bn from international partners this year, including aid from the EU, the International Monetary Fund and the World Bank. However, according to TASS, they have so far received less than $13bn.

Ukraine has been operating with a record budget deficit for several years now, and according to the article, Kyiv acknowledges that domestic financing options have been exhausted.

On 18 August, former Ukrainian Foreign Minister Dmytro Kuleba said that, in his view, the country had reached the "ceiling" of international support.

He therefore cautioned against being too optimistic when planning on foreign revenue. Nevertheless, the Ukrainian government aims to secure an even higher amount from its partners by 2027, approximately $52bn.
