Norway Pledges $9.2bn in Support for Ukraine in 2027

Norway plans to provide Ukraine with 85bn Norwegian crowns ($9.2bn) in financial support in 2027, matching the amount allocated for 2026. The announcement came as Norwegian Prime Minister Jonas Gahr Støre and other Nordic and Baltic leaders visited Kyiv.

The funding will cover both military and humanitarian spending. “Supporting and rebuilding Ukraine is not assistance alone. It is an investment in Europe’s own security”, Støre said.

Separately, Finland and Ukraine signed a letter of intent on the development and manufacture of unmanned systems in Finland, as well as a memorandum of understanding on a joint venture to produce unmanned surface vessels.

The commitments come as Russia and Ukraine intensify drone campaigns against each other’s economic infrastructure. Russian President Vladimir Putin said Kyiv had opened a “Pandora’s box” with its strikes on Russian economic targets and warned that Moscow would retaliate against Ukraine’s “most sensitive economic sectors”.
