Chancellor Merz: Germany gives Kiev guarantees, but without the involvement of the Bundeswehr

German Chancellor Friedrich Merz has presented Ukraine with a proposal for security guarantees that excludes direct involvement by the Bundeswehr, the German armed forces.

According to the Spiegel portal, Merz says Germany should focus primarily on strengthening the Ukrainian army, particularly its air defense, modern weapons, and intensive training.

Meanwhile, Defense Secretary Boris Pistorius criticized EU Commission President Ursula von der Leyen for speaking prematurely about a possible deployment of peacekeeping forces.

Berlin wants to supply Ukraine with hundreds of armored vehicles annually and support domestic weapons production, but the presence of German soldiers makes it contingent on a ceasefire.

French President Emmanuel Macron and British Prime Minister Keir Starmer also took part in the “coalition of the willing” negotiations, while US President Donald Trump only hinted at his participation.

The discussion revolves around three possible missions—from observation and training to a robust defense mission, with the middle ground considered the most likely.

Brussels warns that without clear steps from Europe, American support could wane.

Macron emphasized that solid security guarantees are a prerequisite for any peace process and possible territorial concessions by Kyiv to Moscow.
