On the evening of 20 November, a member of the Ukrainian Verkhovna Rada posted on social media a 28-point proposal for a peaceful solution to the Russian-Ukrainian war put forward by US President Donald Trump. The Kremlin said it had not held any negotiations with the White House in recent days.

However, according to some media reports, Trump's special envoy for Ukraine, Steve Witkoff, who drafted the peace plan, consulted with Kirill Dmitriev, director general of the Russian Direct Investment Fund. The European Union, according to Wall Street Journal sources , is preparing its own plan.

  1. Ukraine's sovereignty will be confirmed.

2. A full and comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All the ambiguities of the last 30 years will be considered resolved.

3. Russia is not expected to invade neighbouring countries and NATO is not expected to expand further.

4. There will be a U.S.-mediated dialogue between Russia and NATO to resolve all security issues and create conditions for de-escalation to ensure global security and increase opportunities for cooperation and future economic development.

5. Ukraine will receive reliable security guarantees.

6. The number of the Armed Forces of Ukraine will be limited to 600 thousand people.

7. Ukraine will commit to enshrine in its constitution that it will not join NATO, and NATO will commit to adopt a provision in its charter that it will not accept Ukraine under any circumstances in the future.

8. NATO commits not to deploy troops in Ukraine.

9. European troops will be deployed in Poland.

10. US guarantees:
a. The U.S. will be compensated for the guarantee provided.
b. If Ukraine invades Russia, it will lose the guarantee.
c. If Russia invades Ukraine, in addition to a swift coordinated military response, all global sanctions will be reinstated and recognition of the new territorial reality and other benefits of the agreement will be revoked.
d. If Ukraine launches a missile at Moscow or St. Petersburg without justification, the security guarantee will be considered null and void.

11. Ukraine will have the right to join the EU and receive short-term preferential access to the European market while the membership issue is being resolved.

12. A comprehensive global package of measures to rebuild Ukraine will be launched, including but not limited to:
a. Establishment of a Ukraine Recovery Fund dedicated to investing in high growth potential areas - artificial intelligence, technology, data centers and data processing.

13. Russia will be reintegrated into the world economy:
a. Sanctions removal will be negotiated and coordinated on a gradual and case-by-case basis.
b. The U.S. will enter into a long-term economic cooperation agreement in the areas of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earth mining projects in the Arctic, and other mutually beneficial corporate opportunities.
c. Russia will be invited to return to the G8.

14. The frozen funds will be used as follows: $100 billion of frozen Russian assets will be invested in U.S. reconstruction efforts and investments in Ukraine. The U.S. will receive 50 percent of the profits from this venture. Europe will add another $100 billion to increase the investment available for Ukraine's reconstruction. Frozen European assets will be unfrozen. The remaining frozen Russian assets will be invested in a special U.S.-Russian investment vehicle to implement joint energy projects and other initiatives to build trust and enhance common interests and to facilitate Russia's future reintegration into the world economy.

15. A joint Russian-Ukrainian-U.S. working group on security issues and monitoring of the implementation of the provisions of this Agreement will be established.

16. Russia will legally commit itself not to take hostile actions against Europe and Ukraine.

17. The U.S. and Russia will agree to continue in force the nuclear nonproliferation and arms control treaties, including START-1.

18. Ukraine commits to being a nuclear-weapon-free state under the Nuclear Non-Proliferation Treaty.

19. The Zaporizhzhya nuclear power plant will be put into operation under IAEA supervision and electricity production will be split 50:50 between Russia and Ukraine.

20. Both countries will commit to introduce educational programs in schools and society that will promote understanding and tolerance of different cultures in order to reduce prejudice and racism.
a. Ukraine shall adopt the EU programme for the protection of linguistic minorities and religious tolerance.
b. The two countries will undertake joint media measures to counter hate rhetoric and hostile propaganda in the media.
c. A grant scheme for peace education and reintegration initiatives will be introduced.

21. Territories:
a. Crimea, Luhansk, and Donetsk will be de facto recognized as Russian by the United States as well.
b. Kherson and Zaporizhia will be frozen on the Line of Contact, which will de facto mean recognition of that line.
c. Russia will relinquish claims to other territories it controls beyond the borders of these five regions.
d. Ukrainian forces will withdraw from the parts of the Donetsk region they now control; this zone will be a neutral demilitarized buffer zone, internationally recognized as territory belonging to Russia. Russian forces will not enter it and the zone will remain demilitarised.

22. Once future territorial agreements have been concluded, Russia and Ukraine undertake not to alter these agreements by force. The UK will be the guarantor of security and sanctions will be imposed if breached.

23 Russia will not prevent the use of the Dnieper by Ukraine for commercial purposes and agreements will be reached on the free passage of grain through the Black Sea.

24 A humanitarian committee will be set up to address outstanding issues:
a. All prisoners and bodies will be exchanged on an "all for all" basis.
b. All civilian detainees and hostages will be returned, including children.
c. A family reunification program will be implemented.
d. Measures will be taken to alleviate the suffering of the victims of the conflict.

25. Ukraine will hold elections within 100 days.

26. All parties to the conflict will be granted full amnesty for acts committed during the war and agree not to make claims or address grievances in the future.

27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by a Peace Council led by former President Donald J. Trump. Sanctions will be established for violations.

28. Once all parties agree to the terms of the memorandum, the ceasefire will take effect immediately after both sides retreat to agreed positions before implementation of the agreement begins.
