EU blocks COP30 deal, controversial text bypasses fossil fuels

The COP30 climate summit in Belém, Brazil, has reached an impasse after the European Union rejected the draft final agreement. According to the EU, the text does not sufficiently address key emissions reduction issues, in particular the lack of a plan to move away from fossil fuels.

The draft also omits passages that were part of discussions in earlier versions.

Brazil, as host, has called for global unity, but the negotiations have run into fundamental divisions.

Arab states are refusing to debate their energy sector and warn of a breakdown in the negotiations. Developing countries are demanding more money and indicating that they will not compromise without sufficient financial aid.

While the current proposal calls for a tripling of climate finance by 2030, it does not specify who is to provide the finance.
