The US is shifting power to technocrats as part of the second phase of its plan for Gaza

On Wednesday, the United States announced the start of the second phase of its plan to end the war in Gaza. This happened despite the fact that the ceasefire between Israel and Hamas has not yet been fully implemented. The first phase was accompanied by Israeli attacks, problems with the repatriation of hostages, and delays in opening the crossing with Egypt.

President Donald Trump's special envoy, Steve Witkoff, specified that the second phase involves the creation of a technocratic Palestinian administration in Gaza. Former Deputy Minister Ali Shaath is to head a 15-member committee that will focus on reconstruction and aid delivery.

The plan calls for the complete disarmament of Hamas, which has agreed to hand over power but refuses to lay down its weapons. Israel remains skeptical. Witkoff announced negotiations with Hamas on demilitarization and with Israel on a possible amnesty.

Trump's initiative also creates a "Peace Council" to oversee the implementation process. Its composition is not yet known to the public, with details to be presented next week.

The Palestinian Authority has welcomed the US president's initiative. Leaders of Hamas and other groups are meeting in Cairo to discuss disarmament in exchange for the creation of a Palestinian state.
