Drug war killings – Duterte faces crimes against humanity charges

Prosecutors at the International Criminal Court in The Hague say former Philippine President Rodrigo Duterte played a central role in the killing of thousands of people during his so-called war on drugs.

At the opening of preliminary hearings, they argued that the charges in three cases of murder as a crime against humanity represent only a fraction of the total number of victims. According to the prosecution, Duterte not only endorsed the crackdown but also established and financed death squads that targeted and killed alleged drug dealers and users.

The former president has consistently denied the allegations and maintains that the police acted solely in self-defence. He will not attend the hearings – his defence says that, owing to cognitive decline, he is unable to understand the proceedings.

ICC judges will now determine whether sufficient evidence exists to proceed to trial. A decision is expected within 60 days.
