Reuters: EU to propose Russian oil ban after Hungary vote

The European Commission plans to submit a legal proposal for a permanent ban on Russian oil imports on 15 April, three days after Hungary’s parliamentary elections. The information is based on a document seen by Reuters and statements from EU officials.

According to two European sources, the timing was chosen to prevent the issue from dominating the Hungarian election campaign. The vote is scheduled for 12 April, and Prime Minister Viktor Orbán faces his strongest challenge in 16 years. Hungary and Slovakia, both still reliant on Russian oil, have long opposed a total ban.

The EU has already prohibited seaborne imports of Russian oil. It now aims to enshrine a full phase-out in legislation, ensuring that the measure would remain in force even if a peace agreement in Ukraine led to an easing of sanctions. Energy Commissioner Dan Jørgensen said imports of Russian oil should end by 2027 at the latest.

The Commission intends to proceed under legislation that can be adopted by qualified majority, thereby avoiding a potential veto by Hungary and Slovakia. Orbán’s government has repeatedly blocked new sanctions and financial assistance for Kyiv.
